Because the two events are 9 weeks apart, you can actually treat them both as A races. Sure, one race is more important to you than the other, but in terms of tapering and planning, both can be treated as an A race.
In regards to Level 2 or 3, the answer should be based on which plan you can adhere to. Even if you aspire to Level 3 performance, if you can’t meet the demands of the Level plan it won’t work. It’s better to meet 95% of the. Level 2 plan than 90% of the Level 3 plan.
You can also certainly improve repeating the Level 2 plan.
